If you did not purchase your postage from Amazon then you need to refund the customer before they open the claim as you would lose that claim and it will count against your metrics. I have had one instance where this happened to a customer I shipped to. Idk what to do and my enthusiasm for this job is dwindling. You should follow your own tracking to them as well. I have seen this situation more than a few times, no scan after Out for delivery, with no subsequent customer inquiry or claim, which most likely means it was actually delivered. Turns out, in my case the carrier did not scan the packages when they were delivered. They’ll get the book, but this delay is on me and I need to make the customer happy. Rarely, we will Google the USPS that delivers to that address and call them on the phone using their local number.
